Bernardo Giorgio Mattarella (LL.M., PhD) is Professor of administrative law in the Luiss “Guido Carli” Law School. He has been a consultant for the Council of Europe, for the Oecd, for the Italian Parliament and for the Italian Government. He has clerked in the Italian Constitutional Court. He has been head of the Legislative office of the Italian Minister of education and of the Italian Minister for public administration. He has taken part and directed many researches, has been rapporteur in over 250 symposiums and seminars and has authored over 350 scientific publications, including the following books: L’imperatività del provvedimento amministrativo.
